Entrepreneurship, core strengthening and retail policy prevail at CityD

In recent weeks CityD has been a regular guest at various events and seminars on entrepreneurship, core strengthening and retail policy. CEO Jan Boots was moderator during the debate on 'bustling cores' at the Entrepreneurship Summit on 'Partners for tomorrow' by Flemish Minister Jo Brouns and VLAIO (Flemish Agency for Innovation and Entrepreneurship) (7/11). Jan was also co-initiator of the Platform Binnenstadsmanagement (Inner-city management) in Turnhout (9/11) and participated in the Q&A session at Unizo Limburg with Flemish Minister Peeters (14/11) and Minister Brouns (28/11) to name only a few.

CityD offers the best formula for every commercial core

Commercial cores become centres with something for every commercial, administrative, socio-cultural and recreational need. Any reason to go down to 'the centre' is a good reason. However, a changing and demanding customer means that the offer also changes or at least has to respond quickly to changes. Let's put the customer first and then see how, with a smart balance between bustling cores and peripheral or neighbourhood facilities, we can form the basis for a thriving local economy.

In recent weeks CityD has been a regular guest at various events and seminars on entrepreneurship, core strengthening and retail policy. We highlight three of them for you:

Meeting with Flemish Ministers Peeters and Brouns (14 and 28/11/2023)

Unizo Limburg offered 15 entrepreneurs the chance to ask their question to both ministers. The questions obviously matched the competences of both: public works and mobility for Minister Peeters and (social) economy, innovation, work and agriculture for Minister Brouns.

Jan Boots attended for CityD and raised the attention to the Nuisance Premium concept twice. The minister responsible for public works and mobility is often told that the reason for nuisance are infrastructure works. Jo Brouns is responsible for payment through VLAIO. Both ministers agree that the concept should be reviewed. Intrusive, or worse, frequent interventions in the public domain or on surrounding roads are often the hurdle too many for traders in these difficult times. Everyone knows that eggs have to be broken to make a nice omelette, but the conditions are definitely in need of revision. Both in terms of compensation and scope. Digging a hole in a shopping street has repercussions even two streets away. And a changed circulation plan because of works requires a lot from customers, with adverse consequences for the shop owner. The Nuisance Premium is a very noble initiative, but often misses the target. A warm call to both ministers to find a solution to this issue.

Furthermore, thanks to Limburg's colourful entrepreneurs community, a wide variety of topics was covered, from pet food exports to charging stations for town houses. Again CityD again spoke on behalf of 'providing' cores, which may not all be equally vibrant, but play their part.

Binnenstadsmanagement Platform in Turnhout (9/11/2023)

On 9 November, Turnhout welcomed Dutch and Flemish cities to exchange knowledge and inspire each other. The central theme? The vacancy approach and a deepening of the core-strengthening policy that Turnhout has been actively pursuing for several years. With an innovative, proactive and personal approach by a multidisciplinary team, owners and entrepreneurs are encouraged to tackle commercial vacancy together with the city.

Jan Boots co-initiated and hosted the organisation in Turnhout.

The Platform Binnenstadsmanagement (inner-centre management platform) is aimed at Dutch and Flemish cities and municipalities. In meetings and webinars, solutions and best practices for inner-city problems are explored. Informal, independent and inspiring. What's more, cities in the Netherlands and Flanders can learn a lot from each other.

Members of the Platform can now take part in the 'Most Inspiring Inner-City Project' election. More on this further.

'Partners for tomorrow' conference with VLAIO (7/11/2023)

During the Entrepreneurship Summit at the Be-MINE mine site in Beringen, more than 300 stakeholders came together to discuss local entrepreneurship and the role local governments can play in it. An organisation by Flemish Minister Jo Brouns and VLAIO, where Jan Boots co-authored the presentation on 'Bustling cores in practice' (Theme SPACE).

This session looked at the vision and regulatory framework behind the policy to create bustling cores. How do the concepts of the Flemish Integral Commercial Establishment Policy Decree work in practice and which core-strengthening measures do we choose? How do we make a difference: by buying vacant commercial premises or by mobility interventions? Finally, we also reflected on a future vision of a core strengthening policy, also daring to look beyond the boundaries of the Flemish Region.

Election most inspiring inner-city project

Which city is the most innovative and inspiring in the approach and (future) realisation of an inner-city project or process? In the coming months, that competition will be held during the election 'Most Inspiring Inner-City Project', an initiative of Platform Binnenstadsmanagement. Inner-cities can submit their unique project or process to the platform in order to possibly win the title as a source of inspiration for other cities.

By providing inspiration around developments and collaborations, cities can learn from each other's success stories. This way, inner-cities are kept future-proof and vital. This year, three themes take centre stage, within which entries can be submitted: Activity & Building, Sustainable & Digital and Identity & Unique.

Entries for the election can be submitted until 21 January 2024. All entries will be evaluated professionally by a jury consisting of experts from business, education and industry associations. Jan Boots, CEO of CityD-WES is also a jury member this year.

During the Day of the Inner-City the winners will be announced and the prices will be distibuted. More information on participation and the election process can be found on the website https://binnenstadinspiratie.nl.

Platform Binnenstadsmanagement is an independent knowledge and networking organisation around cooperation in Dutch and Flemish inner-cities and it supports impact makers at municipalities and centre organisations in knowledge, networking and inspiration in order to work together and build future-proof, liveable, economically attractive and vital city centres. Not only today, but also tomorrow. More information about the Platform can be found at www.binnenstadsmanagement.org.
