In the past few years, the conducting of a core-strengthening and balanced retail policy for many Flemish towns/cities and municipalities has become a major policy priority. This is also true for the city of Leuven. After all, a thriving retail and catering sector define the appearance of a city. In 2010, the city of Leuven had a retail plan drawn up. Since then, time has not stood still. In addition to new developments and trends in the surrounding area there has also been an important legislative change with the Integral Trading Establishment Act (IHB) of 15 July 2016. CityD is currently completing work on the update of this retail plan.
